    Phase II

    The Drowned Town

    The Flood Burn leaves a dry valley and the town that was flooded to build the dam. Every holder is a builder on site. Buybacks do the burning, and the count starts fresh at the breach: 18M $DAM burned rebuilds the whole town. Buildings open in a fixed order, and each one changes the rules. Nobody connects a wallet or burns anything themselves.

        Holdfast II

        The clock tower's searchlights found a second dam upstream, holding the last reservoir. Five floodgates stand between it and the valley. Buybacks open them one at a time, and every gate burns part of the reservoir as it lifts. The fifth gate is the Last Flood.

            Once the last gate opens there's no reservoir and nothing to approve. Every buyback is burned in full, for as long as the buybacks run.
